As detailed by Regulation 4E(2) of The Firefighters’ Pension Scheme (Amendment) (Governance) Regulations 2015, one of the primary functions of Firefighters’ Pension Scheme Advisory Board is to:

  • provide advice to scheme mangers and local pension boards in relation to the effective and efficient administration and management of this scheme and any connected scheme.

In order to achieve this, the Board "shall have the power to do anything which is calculated to facilitate, or is conducive or incidental to, the discharge of any of its functions" [4E(5)], which may include from time to time, the invitation of bids from interested parties to provide professional commissions of, for example, a legal or actuarial nature.

Actuarial adviser to the SAB

In support of the Board's work plan it is seeking to appoint a permanent actuarial adviser to the board under [4F(4)] to inform the board on actuarial issues relating to firefighters pensions, and to provide advice on particular matters that may arise from time to time.

The successful organisation will be required to:

  • Attend the board [when required, likely to be a maximum of twice a year] read, prepare, attend and give advice on key matters that arise
  • On occasion provide or give input into a report to the board on actuarial implications
  • Provide actuarial advice to the board

Administration and Management Costs – Benchmarking Review

In support of the Board's work plan for 2018/2019 it is seeking to undertake a review of administration and management costs per member of the scheme.

The board is inviting proposals from interested parties to assist in this review.

The successful organisation will be required to:

  • Liaise directly with all the relevant stakeholders or their representatives
  • Undertake a benchmarking review of the cost and effectiveness of scheme administration
  • Produce a comprehensive report which should include:
    • A comprehensive summary of the findings
    • A breakdown of the findings into subject groupings
    • Recommendations for next steps
